1. Impartiality commitment
The Chief Executive Officer of International Security Certification Board (ISCB®) commits to providing the resources necessary for the effective operation of the certification body and to safeguarding impartiality throughout all activities of the personnel certification process.
This commitment is upheld through documented information comprising policies, procedures and other documentation that ensures all parties involved in the certification process maintain impartiality, independence, integrity and confidentiality in the performance of their duties.
All parties act free from personal, familial, organizational, commercial, financial, economic or any other form of pressure originating from individuals or organizations whose purpose is to influence the decision to grant, maintain, renew, extend, reduce, suspend or withdraw certification.
Governing principles
- Impartiality: Certification decisions are based exclusively on objective evidence of competence, free from favouritism or bias of any kind.
- Independence: There is a structural separation between training or coaching activities and evaluation and certification activities.
- Integrity: Certification body personnel act with honesty and professional rectitude at every stage of the certification process.
- Confidentiality: Candidate and certificate-holder information is managed with strict confidentiality, in accordance with the privacy policy and applicable data-protection regulations.
2. Conflict-of-interest management
ISCB® commits to identifying, assessing and managing conflicts of interest that may arise in the course of certification activities, always seeking the objectivity of the process in conformance with the documented information established for this purpose.
Any member of personnel, assessor, committee member or interested party who identifies a potential conflict-of-interest situation is obligated to disclose it immediately. The certification body shall provide the mechanisms necessary to resolve such conflicts before they compromise the integrity of certification decisions.
Conflict-of-interest disclosure and management records are retained as part of the documented information system in conformance with the requirements of clause 4.3 of ISO/IEC 17024:2012.
3. Delegated responsibilities
To fulfil this statement, senior management has established and delegated the following responsibilities:
Quality Director
- Design, revise and withdraw the policies and documented information required to maintain the management system in conformance with ISO/IEC 17024:2012.
- Lead the dissemination and implementation of the management system across the organization.
- Maintain a direct reporting line to the Chief Executive Officer for matters relating to impartiality and management system integrity.
Technical Director
- Ensure technical operations and the provision of resources necessary for the correct delivery of certification processes.
- Exercise authority over certification decisions: grant, maintain, renew, suspend and withdraw certification.
- Determine the assignment of Peer Assessors to each certification process, ensuring their competence and independence from the candidate.
Peer Assessors
- Administer theoretical and practical examinations to candidates in accordance with the procedures and criteria established in the applicable certification scheme.
- Act with full independence from any prior personal, commercial or academic relationship with the candidate, immediately disclosing any conflict of interest.
4. Signature and validity
This statement takes effect on its issue date and remains in force until superseded by a revised version. The current version is permanently published on the certification body's public portal.
